Albanian VET Support Program

Albania is in the process of a fundamental reform of its vocational education and training system. The main focus lies on decentralisation, the diversification and flexibilisation of the offer, and the promotion of public-private partnership arrangements. More specifically, the introduction of an Albanian Qualifications Framework aligned to the European Qualifications Framework shall be introduced, and the participation in vocational education at upper secondary level shall be raised from 20% to 40% of an age cohort.

The AlbVET programme supports this reform process, in particular as regards decentralisation to local bodies, the diversification of the course portfolio, the promotion of new local partnerships for training delivery, social inclusion and access to VET.

The program is fully financed by SDC, the agency for development and cooperation of the government of Switzerland. The implementing agency of AlbVET is Swisscontact, a private organisation for development cooperation.

The local budget of AlbVET for the first phase from January 2007 to June 2009 is about 2'000'000 Euros. From 1st of July 2009 started the second phase of AlbVET with a budget of  1'600'000 Euros. This phase will last until 30th of June 2009.
